Whitepaper resubmission fee

For Phase 3 (IBCOL International), late resubmissions after 30 Nov 2026 incur:

EUR: €2.71828 × number of days past deadline
HKD: HK$27.1828 × number of days past deadline

Submissions on or before the deadline have no late fee.
